Unfortunately the Kawaihae area has been developed as a commercial port for over 30 years; the largest in west Hawai'i, so these developments are not surprising, despite the hazards. Pelekane Bay is a VERY special area for biological, cultural and historical reasons and the only area I know of the black tip reef sharks are common. Kawaihae harbor was built on top of the largest reef in west Hawai'i, which forms the land fill for the harbor and the storage area.
